In August of 2010 Indianapolis PD Officer David Bisard ran down three motorcyclist stopped at a traffic light, killing one and crippling the other two. His blood alcohol was more than twice the legal limit. He was also coming from dropping his kids off at school. His supervisor advised officers on the scene he would handle processing personally. Instead of taking Bisard to the ONE facility approved to draw blood for alcohol tests (Wishard Hospital) he took him to an unapproved 'doc-in-a-box' facility (the ONLY time this has happened since Wishard was approved for such tests years ago). All the BA tests were tossed. The supervisor managed to have rendered pretty much all the evidence inadmissible. So far, three years later, Bishard has walked on everything. Neither IPD nor the district attorney's office responds to inquiries on his case. I'm confident he'll never serve a day. I bet that at the time, three years ago. Looks like he has a new trial set for October on the old charge. Appeals court overturned the blood evidence if I read it right.
When you are given a public trust, its pretty simple, you don't violate that trust.
I try to aggravate one person a day. Today may be your day.

Sounds like his day of reckoning is coming. I almost feel sorry for the guy, only because the ALCOHOL DEMON has him by the balls. I think of my little brother. Good worker, family man, nice house, wife and kid. Now, he is living on the streets somewhere around Jeff city Mis., we don't know where. Alcohoism is an unforgiving bi**h.

Once alcohol stops being your friend, you will never be friends again.
Because he was intrusted with the welfare of the public he should be punished more harshly. We should all write letters to the prosecutor and pressure him for the max penalty.
I have no faith in human perfectability. I think that human exertion will have no appreciable effect upon humanity. Man is now only more active - not more happy - nor more wise, than he was 6000 years ago.

I'd save the sympathy for the widow and the kids who will never see their father again along with two other motorcyclists he crippled.
Bisard hasn't paid any of his debt yet. IPD is as guilty as this creep. He crashed 5 cruisers before murdering the bikers.

This should have been taken care of the first time a problem was evident, especially in a position such as his.I knew a kid in the military that was caught several times and due to military service the cops kept letting him go. He is dead now, flipped his Jeep while drunk, lingered in a coma for a while then passed. I feel had they gotten him the help he needed he may still be here today(maybe not but we will never know)people should not have to die before something is done weather it be the drunk or an innocent or both.
I learned all I need to know about life by killing smart people and eating their brains. Eat right ,Exercise ,Stay fit, Die Anyway!

Agree 100%. I have no sympathy for driving while intoxicated. First offense; Lose driving privileges for 5 years. Second offense; Jail. Injure or kill someone; Felony Homicide.
I've lost too many friends - starting at the age of 5 when a drunk neighbor ran off the road and onto the sidewalk, he missed me. The little girl I was walking with got caught under his bumper and he dragged her the rest of the way to his house. He went on inside not even knowing.
Let's just hope the FOP agrees to stop paying for his legal representation - or they'll be just as complicit.

If they revoked licences for five year of everyone with a .08 BAC while driving there would only be teetotallers on the road. A .08 BAC is a beer or two at lunch. Consider that the original legal BAC was originally .20.

Yep Smokey, the wheeels came off that when they deviated from protocol on DUI crashes.
Supervisors had no business interfering- they had fatal crash investigators for these events. They should have been permitted to do their job, and made no adjustments. Now the agency looks bad, or complicite.
I cannot imagine this guy going to trial, now that the evidence has been permitted in.
No matter how Cynical I become, I can never keep up.

Remember that blood alcohol content was started by lawyer getting folk off when a cop saw them driving erratic and smelled alcohol on them. What we would call using common sense. How ever we have a safe formual for driving. One beverage per hour and ya golden to drive. Its the law because morons keep getting drunk and killing folks. Instead of acting responsible. I wonder how MADD would respond if they were contacted. They were the ones who got the ball rolling and the crack down on DWI. Why its not as simple as one drink per hour with a glass of high quality H2O in between for many folks I dont know.

Reminds me of a situation here. a cop called in for a lunch break. Sometime later while still on lunch (= off duty) he ran a stopsign at 50+ mph in a 30 zone, hit a pickup broadside and killed one of the occupants. The other occupant was unable to work for some 6 months. The cop was put on administrative leave, which I guess means he gets paid for nothing. The case was moved to the next town to the north so he could be assured of a "fair trial". Nothing happened for about 18 months (to let the dumb folk forget) and the cop was found guilty of 45 in a 35 zone. Nothing more. A few weeks later, the same judge dismissed all charges against some doper that shot up a birthday party.
Like Al Capone used to say, "Why hire a lawyer when you can buy a judge?"

Well, Officer Bisard made sure that wasn't an issue when he came up with a 0.22 when they finally got around to testing him much later. Who knows what his BA was when he ran over the motorcyclists?
He was never even tested following the other 5 crashes he was involved in. None of us would have been allowed behind the wheel if we had the driving record this piece of excrement has.
I wonder what other kind of things went down while he was drunk on duty? If this asshat is blowing 0.22 while killing and maiming people before lunch God only knows what other $hit he did. If I was a defense attorney for somebody he busted I'd be trying to have every piece of evidence he touched thrown out.
For that matter, I wonder how many people are in prison right now because some drunk phonied up evidence or planted a gun on them?

Well gentlemen, I hope your collective cynicism here extends to not only governmental entities but to all groups of people, because it is indeed deep in the human soul to be more lenient with our judgement when it comes to one of "us" than when it concerns those "others" out there.
Yep, this phenomenon is practiced all the time in instances of familial bonds, between friends, those who's religious convictions are shared, and a host of other likenesses people hold as a common denominator.
It basically boils down to the idea of "Loyalty" being prized higher than the ideas of "Ethics" and "Objectivity".

In Ontario you have to think twice before consuming anything prior to driving. As of May 1, 2009, if you’re caught driving with a blood alcohol concentration (BAC) from 0.05 to 0.08 (known as the "warn range"), the police can immediately suspend your licence up to three days for a first occurrence, seven days for a second occurrence and 30 days for a third or subsequent occurrence.

Ya see Dwight, while my cynicism does extend to all groups, fraternities, and religious organizations, I find the only one major organization that has any affect in my life, and that I am supposedly in some type of relationship with is the Government. And being that I am supposed to have some say in what goes on in said government body, and their action having direct effect on me, I will only bother with giving place to my cynical view and feelings about them. Now because other groups and cliques have little to no affect one me, I will not concern myself with their prejudices. You see I can decide at what level I participate in other groups like say, this one. If I decide that any bias, prejudice, or favoritism is more than I want to accept. Then I simply no longer participate. I dont have that choice with government and law.

Yes, but how many groups have the ability to sweep a well reported criminal killing under the rug with absolutely no recourse? Or any other crime for that matter. I don't care who is a member of your local Elks Club it's pretty unlikely that they could get you out of this one.
I always find it particularly nauseating to hear an LEO claim that the are "held to a higher standard".
They aren't held to any kind of standard from my experience. Much like 007, they have a license to kill.

Sovereign immunity is appropriate for honest mistakes, but not for incompetence and gross illegality, as in this case. More heads should roll than just Bisard's.

IMHO, anyone on IPD that was aware of what they were doing should be out the door. Anyone who was involved should be behind bars as accessories after the fact.
I'm betting that no one will ever go to jail (at least not for anything to do with the murder/assault). A couple people might be demoted or lose their jobs. Business will go on as usual at IPD and they'll feel even more above the law than ever.

And to think there are those who want these government bureaucracies to have more control over our daily lives. To control medicine, food, jobs, and business as well. Its odd to me be ause they do such a piss poor job of everything else they do, and abuse the authority they have.

Well, I work in medicine and Medicare is, by light years, the most efficient form of health insurance in this country. It has a 2.8% overhead. Before the Affordable Care Act mandated "only" a 20% overhead, insurance companies averaged over 30%.
Everybody hates their insurance except Medicare recipients. If we had Medicare for all it would eliminate the health care 'crisis'. The money is already being spent, it just goes to billion dollar salaries.

The billion dollar salary club is a very small club. Technically, I'm not sure anyone in America makes a billion dollar salary, billions in capital gains sure.
We'll get a chance to see if gov healthcare lives up to it's promises, time will tell.

It's not. Just imagine how much those insurance companies would like to get their hands on that money, though. So, they just pay people to say it's in dire shape.
It's kind of like the 'Social Security is going broke' scam. Social Security is, by design, pay as you go. It's not supposed to have a surplus, normally. To his credit, Ronald Reagan worked with Congress for a short term, relatively speaking, increase to meet the demands of the baby boomers coming through. That's the Social Security Trust Fund surplus. When it's depleted Social Security won't be 'broke'. It will be back to it's normal operating mode. The Trust Fund is SUPPOSED to be zero unless there is a population bump, like the baby boomers, coming through.
But, Wall Street would love to get its hands on THAT money, too. So, they pay people to say Social Security is going broke.
If we want to maintain a surplus all we'd have to do is raise the salary cap a tiny amount and we'd always have a surplus. Everyone in Washington knows it, too.

...the Post Office is also profitable. That's a manufactured 'crisis'. Congress passed the Postal Accountability and Enhancement Act of 2006 mandating that the USPS had to pre-fund its retirement benefits and retiree health care benefits...get this...75 YEARS IN ADVANCE(!!!) and they had to come up with ALL that funding in TEN YEARS!
The amazing thing is, they can almost do it. Occasionally, a bill will be brought up to do away with THAT absurd policy but it always gets filibustered. If only the Dems had the cajones to filibuster it in the first place but they didn't and, probably, never will as they are spineless.
Because...just imagine how much private shippers would LOVE to get their hands on THAT money so they pay people to say that the USPS is using tax dollars (It's not and, by law, it can't. They just can't meet the pre-funding demands.). Of course, all the money put away for those 75 years of benefits would disappear before any retirees ever saw it.

I'm not going to disagree with you on the pre-funding issue, but there were a lot of days when I sent 25 or more employees to the "Standby Room" because we had no mail to work. Putting them in Standby got them off our hourly productivity rolls - and we could meet our throughput quota. Yes, they got paid in Standby. We advised employees to bring books and magazines to work. No TV, but they had access to computers with internet. Tough work, huh?

Social Security or Social Security Insurance (SSI) was originally setup as a totally separate fund from all other government funding. It had a massive surplus, which is why President Johnson started writing IOU's and taking the money to be used in the general fund. So, on paper Social Security has a very large surplus, but since the money was withdrawn and IOU's put in its place, it is broke and now is pay as you go.

In the private sector most would be sent home or paid till noon. The same people criticising the ten year plan criticize the private sector for underfunding retirement liabilities. My guess is that the ten year plan is an incentive to change the organizational culture of the USPS.

The ten year plan was meant to take out the largest remaining unionized labor force.

The ten year plan was implemented at a time when postal volume was booming. It was done so benefits promised to workers would be assured. Granted in this dismal economy USPS volume is down and those payments should probably adjusted till the economy improves. Congress should stop micro managing the USPS, the most passed statute in America is the law of unintended consequences.

Really? It was done so that benefits promised to workers WHO HAVEN'T EVEN BEEN BORN YET would be assured?
Let's come back to reality.
It was done to destroy the postal union. That is stunningly obvious.
