I would think that since the only reason you could possibly need that is for doing illegal things, it's probably not going to be a legal setup.

You could use it for cleaning behind the license plate.

I have no faith in human perfectability. I think that human exertion will have no appreciable effect upon humanity. Man is now only more active - not more happy - nor more wise, than he was 6000 years ago. Edgar Allan Poe

Those are bad news if you're caught. The police do the occasional stake-outs, and they've busted a few people with those that were trying to avoid bridge tolls.

So I'm taking it that trying to explain to a police officer that the device was merely an adjustable rear wing that changes pitch according to the speed I'm doing as an aid to enhance rear wheel traction wouldn't wash real well?

That's because only hooligans would have them. You don't hang out with hooligans, do you?

HAH! No, that wouldn't work. The law is very clear, the license plate must be unobstructed and be clearly visible as per:

3.02 A number plate shall at all times be securely fastened in a horizontal position to the vehicle for which it is issued.

3.03 A number plate must be kept entirely unobstructed and free from dirt or foreign material, so that the numbers and letters on it may be plainly seen and read at all times and so that the numbers and letters may be accurately photographed using a speed monitoring device prescribed under section 83.1 of the Act.

So, that gizmo certainly wouldn't work here.

I seen a few cars at car shows that have a retractable type of setup that the plate and plate brackets get hidden under the roll pan. Nothing showing, who wants to look at the plate when your looking at the car.
