I'm being asked for the VIN off my bike by someone who bought a used part from me. He says that Michigan inspectors want it as proof that he didn't steal the part(s) that he repaired his bike with.
I wouldn't think the state cares where you get parts from. Anybody else here think it makes sense?

unless the part had a VIN number on it that was obscured, I'd tell him to pound salt.

if he got the bike as a wreck or from a junk yard???? then fixed it up..in this state"NEW YORK" he would have to take it in so it could get a DOT inspection and he would have to prove where the parts came from...
so he may not be pulling your leg....
but not sure what they make you do in Michigan...

I can understand if it was a motor or frame, but beyond that how are they to know exactly what list of parts were replaced?

I'd write him a receipt before I hand over my VIN. That should be ample amount of proof for purchase.

let me see if i can tell you this right ..years ago up here in the north ..people would buy a bike like HD.. keep it a few years then say it was stolen..get the insurance $$$$ ..
the buy a after market frame and build a new bike ..from the "stolen bike"...

so now if you build a bike from the ground up ..and you want to put it on the road it needs to go thougth a DOT inspection and you need paper work for the part on the bike..

and if the came from a junk yard or he got at a auction.. there would be a list of what is on the bike and what is missing..

He may be trying to warranty some issues with His bike(including your part)..His bike may be a "salvage" tittle..He needs your vin for valadation..stay clear and send a bill of sale for the part..You may create issues for yourself later.Dont make up a vin..you may create an issue for someone not involved.

Tell him that you're more than happy to confirm that he bought the parts from you if the inspectors contact you directly
Although I'd still be suspicious if the inspectors asked for your VIN cos they would access to those details if they were genuine, wouldn't they?

Of course you could give him your VIN, but then you run the risk of being in the dock accused of stealing 'his' bike

That's why it seemed kind of ridiculous to me, but being the kind of guy i am i sent him a note with my phone # and part of my VIN. If they truly need it, they can call me.

On the other hand, the VIN is visible to anyone who strolls past your bike, as is the plate number. Just how secret IS that number?


We all like to think of ourselves as rugged individualists. But when push comes to shove most of us are sheep who do what we are told. thats what I was wondering. Whats the big deal if you give someone the vin number? If he was scamming, what could he be trying to gain with the number?

seems so bizarre that it could be legit.

I would just write a bill of sales with your name and contact info, just like any other sales receipt. What's next, the state of Michigan will come knocking on YOUR door to find out where YOU got the fender that you sold?

Oh yes. That's my ultimate fear in the situation. I mean i claim to have sold the fender off my bike... but my bike still has a fender... and i don't have a paper trail... EEK!

Just a bill of sale as someone above said. An address and a phone number. would be sufficient saying price and a date and paid written across it !and a signature. they aren't coming, after anybody, because everything is on the up and up.
They [michigan dmv]are not out to get anyone , they just want to know where the parts come from. And like was said;Your vehicle number is hanging out there to see, by the whole world.Do you honestly think that the DMV would go al the way down south or whereever to check on a $50.00 fender? probably cost $500.00 to check on it.Jmo

From the March 2010 issue of "The Horse Backstreet Choppers", an artical by "Englishman", (these people are from Michigan), "...In Michigan, you'll need an MSO for the frame, engine and transmission. You'll also need RECEIPTS for other major parts, such as the front end, seat, exhaust, etc."

Asked about this at my local shop today. They said you need to give them only the last 6 numbers of the vin, on parts you sell, guess that's common practice. Then the buyer can be sure it's for the correct year of bike. Don't ever give them the whole vin is what they told me...maybe that helps.

What would he do if he bought a new replacement part from a dealer? It was never part of a bike, so there is no VIN to tell him of a bike it came off of. A receipt should enough.

I wonder if Michigan laws are different because of Detroit's auto industry? The scrappers over there are probably big time I would think. And the legislation just carried over to motorcycles or anything being registered in the state to control the chop shops.

Correct - many states look for the vin of the donor bike for every single part when doing a mandatory vehicle reinspection. While it does seem strange, I'd say this is a bonafied request (having been there myself several times)and that he'd sure appreciate your help. Only you hold title to your bike and someone else having your vin can't water down it's authenticity.

This is what Michigan is asking me for.vin# s on all purchased "usedparts". New parts are not under this stipulation....and should be accompanied by a receipt from a motorcycle.
parts dealer. common sense is do here.and i think we have a winner!

If the Michigan DMV really wants your VIN for legit reasons, they'll have some sort of form or similar for him to fill out. Get him to send you the (otherwise completed) form, fill it in and send it directly to the DMV yourself. If he tells you they just want it verbally, offer to call them yourself.

If it's legit they'll get the info they need, if it's not he won't get it. Easy.

Bob, I'll add a little from the previously mentioned article from "T.H.B.C."

"When one whishes to get a project "legal" there are certain avenues that are open to them. The first, and easiest, is to start with a complete motorcycle that already has a title, preserve the neck numbers somehow during the chopping process and Bob's your uncle...no further screwing around required. If it was legal to start with, it's still legal when you finish.

Then there's the "ground up custom" where one buys a Paughco/Bare Knuckle/Jammer frame and builds themselves a great bike out of the available parts in the stash or out of the store/swapmeet. This is a different kettle of fish to get legal. In "Michigan", you'll need an MSO for the frame, engine and transmission. You'll also need "RECEIPTS" for the OTHER MAJOR PARTS, such as the front end, seat, exhaust, etc. Then you grab your pile of paperwork and go to the Secretary of State (DMV) and pay 6% tax on everything, and start the ball rolling for an "assembled" title. They will send a detective out to check out the parts, and you'll probably have to have another cop do an inspection. Eventually, you'll get the "assembled" title and have all the fun of trying to find someone to insure it. It's a pain, but it can be done without too much difficulty."

These guy's haven't done this once or twice, but numerous times. They are from Michigan, so this is for Michigan! (lets compare apples to apples)

As always, it's NOT UNUSUAL to get people at the DMV who are not up to speed on this (first time, possibly), so if they tell you different, ask to talk to the supervisor, cause the Horse people HAVE DONE THIS SEVERAL TIMES, and I'd go with their advice over anyone else's.

You can email them if necessary, but do as much as you can with due diligence, as they probably won't communicate with you more than once.

No one should ever get your full VIN. I've seen both Ebay and Craigs list posting vehicles for sale and they give a vin number saying they are selling cheap because of any number of reasons. When you contact them, they say they are out of town with a prospective buyer, but will sell to you if you wire the money. You send the money and never see the motorcycle or car. When you file with police, it has been sold to dozens of other people too. The person advertizing posted it in many different cities, and the real owner of the vehicle now has a huge headache of paper to deal with if they really are in a sale agreement. Even if the original poster pulls it and then goes to renew registration later, DMV may have it flagged. I've only seen that scam once on a Harley and once on a Sporty car, but suspect a strange request like this could be how they started it.

Here in MA if you choose to reconstruct a prior collision vehicle, You WILL supply an insurance company's appraisal of damage and a receipt for every new part used in the repair and the VIN of each used part incorporated or you WILL NOT receive a reconstructed title which is necessary to sell any vehicle less then ten years old. I'm sure there are exceptions but I'll bet they got more expensive after one of our inspectors was indicted last week.
The Horse is right try to get a clean title, while some states may be easier then others I can say that MA is a series of flaming hoops and that even the registry's agents dont seem to have a clear and consistent understanding of the protocal which is ambiguiously written at best. How can we laymen come to an agreement when even those in charge seem befuddled.
