Whatever you guys do for packing, I personally put it INSIDE the bag, but outside is good, I would fasten it to the bags in more places than just the two bracket bolts. I actually rivited my bags to the backing material with aluminum rivets. That way, hopefully the load gets transfered to the brackets in more than two places. THAT is the real problem, even huge fender washers might still pull out because you are not pulling straight on them, you are pulling downward, ya know?
