Fender washers are good, but I would consider either a backing inside the back to really spread it out, or even some strips of aluminum on the inside, kind of like a cleat. Either way you would sandwich the backs themselves between the brackets and something. From the looks of Pats bags, have a slightly larger washer still would have pulled out the back, those were some pretty big hunks ripped off!
