Coned or not, I'd have pulled over.
Had the engine siezed, you'd have been in a world of pain coming off the bike on the motorway - limping or not.
I've fallen off mountain bikes and it hurts - falling off a motorbike (even at 40-50 mph) ... ouch!!
Might not have caused so much damage to the bike either - a few miles worth of limping is quite a few engine revolutions.

Personally, I'd start off with polite letters first then build up to the abusive ones when the polite ones are ignored.
