Not true, normal every day plod has to make do with CS gas. Most forces do have armed response vehicles which have assigned areas, but I think that a senior officer needs to give permission for them to take the weapons out of the vehicle.

The only other time you are likely to see armed uniformed officers is at airports, or outside Embassy's.
