I don't see anything on the can or their web site about using SeaFoam to pass a emissions test. Shops use this for cleaning fuel rails and injectors at 50% gas and the rest SeaFoam. After using a full can in a tank of gas, I did not see any blueing of the pipes. As far as ethanol or any cleaners in Calif. gas, I don't know...
