Don't think it is illegal over here as I did it during my bike test ( to get past all the queues for fuel during the 2000 fuel protest/shortage) Mind you, during the same test, was over the speed limit (75'ish in 70), and went the wrong side of a pedestrian island to avoid fuel queue. The examiner didnt say a word!

I think that the official "recomendation" when going to the front of a queue is that you pull up behind the lead car not go right to the front.

Have never had any problems with the cops either.
