Unless there has been a very recent change, you only have to have 1.
As for the city helping out with the costs, even if they could be proved liable, you will be lucky if your great grand children collect on it.
Hell, the city has already been proven at fault by the insurance liars, but they are still trying to collect from my OL for daring to be in the way of a redlight running city worker.
