Some cities require the contractors doing the work to clean up such stuff. The City of San Antonio publicized that specific road work being done was to be cleaned and any auto damage could be claimed against the city (who would collect against the contractor). I forget which city, but one had a web claim form for claims against the city.
Maybe the bike shop or the insurance company might know more.

It may not be as far fetched as it sounds.
