I'm pretty sure that was the point, as was the bike being ugly. They were trying to make it look like something that Bills f**k-up character from Caddyshack would build.
I personally think they should have taken the "ugly" theme one step further and actually dented the tank & fender with golf balls rather than painting the "dents" on. I'm sure there is a way they could have done that and still had it structurally sound. They should have also used a lawnmower engine like they did for the Dixie Chopper bike.
