It absolutely did in my case. I bought my bike used with 1,200 miles. Hermey's Triumph in PA had fitted long off-road pipes. The pipes were deeply blued and even brownish in spots. I removed the AI, reset the Air/fuel screws, spent a day scrubbing off 90% of the discoloration. See my photo gallery for what the bike looked like when I purchased it. Once cleaned, the discoloration never returned.
