Can you imagine an ethics training program for the military under a john kerry admin?

1. Day one. A french officer would be recruited to teach all our guys the proper surrender procedure.

2. All weapons would be issued with no bullets. Any action in the field that might precipitate a need for real bullets would have to come from the CIC before lock and load could proceed.
