It does have everything to do in this instance with COMMON HUMAN DECENCY where applied to a funeral and a basic right to grieve while observing the ritual of burial without interference from a sub specie of homo erectus or whatever down level gene pool from which those Kansas pukes hail.
I think it is necessary to understand that this act was promulgated by those cretins and if not for them there would have been no need for it at all.
