I really don't have much of an opinion on this but:
Regardless of any modifications, if you are healthy enough to ride a bike, strong enough to hold it up, and have the the lung capacity to ride in the cold, heat, dirt and smog, you don't need a handicap sticker.
Take that spot Mr. Harley guy. When its full and the old 85 year old lady with a bad mitrol valve and a weak hip has to walk, so what, you deserve it.
I am willing to go out on a limb and say this guy just wants his pretty bike in a bigger space closer to the building for security. Thats fine but he is doing it at the expense of a person who truly needs that spot.
Everything that is an ailment is not a disability. Its called life. I have L-4,5 herniations. I am not disabled, I am old and will not get out of life alive. The original purpose of the spots, now corrupted by the lazy, was for the folks that would be unable to get to the building without them. This country is out of control!
My pinky hurts today, I need a sticker! Bottom line, if you need a sticker and riding is much more active than driving you should be able to sticker a bike. I think not
