Or how about the healthy and fit spouse of a person with a disbility who drives the car solo and uses the spouses permit to park closer to the store? 
I know quite a few who do just that.. one member of the family may have something that qualified them for the permit, and the rest of the family just grabs the placard when they are going out to run errands so they can park in the handicap spots. I also know some who have received the permits for truely trivial reasons. One lady I used to work with got one for being overweight?!?!
