That would require a constitutional amendment to modify the fourteenth amendment of the constitution. And maybe it's time, since that amendment was put in to guarantee that the freed slaves who were born in the U.S. would be citizens. I think the reason for the amendment has been rendered moot by time, and needs to be reviewed. Of course our constitution also prohibits ex post facto laws, so those who qualify under the constitution before any amendment takes effect would still be citizens.
Amendment XIV Section I All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.
