Typically, they're very hard to sell, so value is way less than a similar conditioned bike with a clean title. Probably worth 1/2 of otherwise.
I had a Speedmaster that simply had an odometer discrepancy, and was hard enough to sell.
The problem with a "rebuild" is that the buyer never really knows the extent of the damage or the quality of the repair.
If you're the kind of guy that'll keep it for another 10 years, than go for it, but with a lot cheaper outlay.
Being in a hurricane, chances are it got doused pretty good, and then exposed to four years of salt air in FL?
Check for other rusted/pitted parts and that all electrics function properly.
(To me, it'd be a parts bike!)
