That happened here in Ottawa a few years back a Russian ran over a girl in his car, everyone knew he was a drunk but he got sent home. That law about diplomatic immunity will not be changed otherwise there wont be anyone that wants to work for their government in foreign lands. In Singapore if you choke and spit your gum out on the sidewalk you have just broken two laws punishable by death or maybe that is just a flogging....
