Where are you taking your voltage readings? Should be across the battery terminals. If the battery is dropping to 0 when you turn the key on, and you're testing across the battery then it is bad. If you are taking a voltage check at some other location, I'd check for a loose/dirty connection at the starter solenoid (like Ian stated) or the ground cable to frame connection (assuming the battery connections are tight). Check starter connection also.
