No We always thought that was the case in the US.
In fact, I don't think any of our speed restrictions are set at 55mph. 30 (sometimes 20) in built up areas then 40, 50, 60 depending on the type of road. 70mph on motorway (thats a freeway / interstate to you). Most people consider the speed limit as more of a 'suggested' speed. I've found in all the many thousands of miles I've driven in the US that generally people stick to the speed limits. If you try driving to the speed limit in the UK, you will have a queue of people tailgating you. We should copy your 'fines doubled in road works' idea too. Most people see a road works signs and think "40mph in road works? Naahhh". Our speed limit and speedometers are in mph (though we have km/h on there too), some of our road signs refer to yards and, although many people don't know this, the numbers on the small blue signs at the side of the motorway are set at kilometres from the start of that motorway.
