They may have over geared it to make a top gear limit. I once had a friend who owned a flathead Ford. He found a rear axle in a junk yard with a Halibrand quick change installed. The staff had no clue and let him have it for the price of a standard axle. He started shuffling gears with the goal of making his car go 90 in first gear. He actually managed 93, but it took a long time to get there. Second was good for 118, but top gear was so far beyond the power curve that it would slow to around 86 MPH.
