I just rode home a wind shielded and loaded down 2010 Speedmaster from Tennessee last August and it would do 107+ (according to the speedo) on the flats in Wyoming until I couldn't hold my legs in front of me due to airflow fatigue. It has a 17T front sprocket. I think your problem may be bike specific. Put a Fire Starter ignitor in and see if your rev limiter will behave properly.
