The recall was in September 2014. The NHTSA investigation began in April 2015. It appears that Triumph's proactive efforts to fix the problem prompted the NHTSA intervention. Government bureaucrats seeking the funds to support their increasing control over business. If Triumph had ignored the problem, NHTSA probably never would have come calling.
