You don't know when they notified or when they recalled or fixed yet NHTSA is the bad guy.
I will give you a link. NHTSA was formed in 1970 to ensure consistent safety standards in all states and to become involved in highway design, auto and truck design, along with public education and notification of manufacturing flaws and recalls. As our population exploded in the 60s look at the chart and watch the car fatalities. Then go to the 70s and watch seat belts and later airbags coming into play. Soon in that period you will see we went under 50,000 dead people a year then to the 40k mark and now in the 30k level. Our highways and vehicles have never been more safe. 50% more population with 40% reduction in fatal accidents. That is amazing. Not all regulation is bad.
