For starters, what is the battery voltage? Should be closer to 13 volts at rest fully charged. If you leave the voltmeter on the battery and hit the start button, what does the voltage drop to. If it doesn't drop much, you have a connection issue given the fact that you already jumpered the solenoid. This leads me to believe your ground cable or ground termination points are loose, bad or corroded. The starter rarely fails on these bikes. This shouldn't be a big issue. Try running a good heavy ground cable from the battery to the bare frame and retest.
