Lane splitting/filtering is a very easy concept, that most people just cannot grasp until they actually do it. There will always be that 1% that ruins it for everyone else that does it correctly.
When I lived in California in the early 80's I commuted to work on my 1980 Honda Goldwing (GL1000). I lived in Riverside and commuted to Anaheim on the Riverside 91 Freeway. Filtering was the only way to go. At least once I was saved by filtering. The car behind me, when traffic slowed down, didn't and rear ended the car that was in front of me.
Also when I lived in California the Highway Patrol would not pull you over for speeding as long as you were going with the flow. Once you tried to go faster than the flow and started weaving in out of traffic, then they would nail you. They wouldn't sight you for speeding, but reckless driving. The same went for filtering as long as you only did 15 to 20 MPH over the flow and stayed in between the same 2 lanes you were good. Once you started moving between lanes or even worst the shoulder to filter, then they would stop you.
Those who would give up essential liberty to purchase a little temporary safety deserve neither liberty nor safety.
