I think it should be illegal. In PA it is legal to go slowly and safely up the shoulder in a traffic jam. The law dates back to around the 1930s if I remember right. It is because of the problem that an air cooled motorcycle engine will over heat if not moving. The police will still try and ticket you for it but you can beat it. I used to know the statute number but don't remember it anymore. If you go too fast then you are open to wreckless driving and traffic has to be stopped not slow moving.
And as I've said many times before, that's because the people "back east"(read: most all states other than California) have no history of doing this, and thus either the idiot cagers back there somehow think it's "rude" and can't understand how it ACTUALLY helps lessen traffic congestion, OR the motorcyclists themselves aren't cognizant to the idea of how it can be safe and even safer sometimes than adhering to "strict lane discipline" IF done in a "prudent manner". And yes, even in California a motorcyclist can be ticketed IF their lane-splitting ISN'T done in a "prudent manner".
(...and sooooo, because as they say, "You can't teach an old dog new tricks", this will probably never come about in any other state but California)
Yep! Just like a good Single Malt Scotch, you might call me "an acquired taste" TOO.(among the many OTHER things you may care to call me, of course)
