Correct. While many will go with a K&N, UNI or DNA filter, I think a much larger change in flow would be realized removing the very restrictive stock exhaust.
Start modifying the air box and the equation changes a lot!

edit: changing the exhaust pipes lets more of the air/fuel combustion waste to leave the motor, making a significant change to the "air" flow into the motor calls for a matching change to the fuel flow for the a/f mix. A better flowing air filter adds some more air but not a lot to the mix.
