Thanks JD13- Greg at BadG said that he could move the bottom strap so that it could reach the bottom of the shock. I ended up tieing it to the bracket. Greg thought I wouldn't need to use a bracket, but I did it anyways since I liked the idea of giving the bag just a little bit of clearance from the wheel.
