I would imagine the noise is amplified by the hollow space and the thin construction of the cam cover.
If a dampening material could be found that wouldn't melt, disintegrate, or dissolve in hot oil, it could be applied to the underside of the cover to muffle the noise.

On the Panheads, which had a stamped steel valve cover, HD put quilted, lint free cotton pads on top of the rocker arms to dampen the noise. Even with hydraulic lifters, those were pretty loud without the pads.
