I have the same problem riding to work. I have to wear a formal shirt tie etc. I have found an easy solution that works for me. I bought three pairs of warm-up pants from a sports store. You can get these from any sports store and they fit easily over pants, boots etc. because they have zippered lower legs and elastic tie waists. If you look around, you can find them in pretty much any color and with or without the sports logo's, depending on your preference. I prefer mine in a plain dark color without the fancy logo's etc.
The best part is the price. They are always on sale somewhere, Big 5, Sports Authority or wherever. I don't think I paid more than $20 for any of the pants. You can also get them with or without linings, so some are warmer than others, which is good if you need to have different pairs for different climates. I'm sure if they sold the same thing and called them motorcycle overpants, they would cost $75 a pair instead of $20 a pair.
