Make sure you "hook" the top of the chrome ring in place before you push the bottom in. Don't force the screws, they strip easily. You should be able to run the screws in with your fingers.
The extra wire is the parking light feature. If you turn your key past the run position, the tail light burns along with a feeble, yellowish light from the headlight. You will lose this with the sealed beam.
