I have had Viking fiberglass bags for a while now and have mounted using their braces and straight through the struts with bolts. I'll take all info on "stiffing up" the bags...they seem to flex a bit just mounted by the two bolts. All recommendations accepted...thanks fellas.

I can't speak directly to the fiberglass but the back of my saddlemen bags is reinforced with a sheet of ABS plastic not so much for stiffness as for vibration resistance. The bags are mounted with two bolts near the top and tied down at the bottom to a mounting bracket. If it weren't for the bracket they would flex badly and i'm sure they'd break.

I would incorporate the use of good fitting rubber grommets at all bolt up points, also your bolt up should statically barely tight. Vibration eventually causes cracking in fiberglass and the more you can damp them the longer service you will get. For a visual explanation, if you can, take a look at how a glass doghouse is mounted on a semi-tractor, rubber is used extensively to limit vibration input for the reasons stated above..

do you have some pictures of your current set up? that might help narrow the viable suggestions.

Sounds like you are referring to what I call bag bounce. The bags are mounted to the frames that can only bolt in up top. The bottoms have nothing to stiffen them and prevent the bouncing or flexing from the bracket.
I have had my tusk aye bags on for about 4/5 years with no issue and they do bounce.
There is a brace available that will connect the bottom of the bags together and has clearance for the tire but it really hasn't been an issue for me.

Well, I've never bought one and I have no idea how they fit. Friar had one made for his bike but I don't know if he ever used it.
here's what I have seen for sale:
