I suspect that's a homemade take on the Parsons-White string bender. Back in the late 60s Clarence and Gene cut up a couple of telecasters and installed a complicated linkage that when attached to your belt would bend the B when you pushed the neck downward and would bend the G when pushed the neck away. That way you could do impressive steel guitar like bends while playing a tele. AFAIK Marty Stuart still has both guitars and plays them at shows on a regular basis.
