although it never defines "reasonable", I consider it the same as a complete stop
Around here it seems to be waiting through one light and it's obvious it won't change for you. A cop threatened to give me a ticket a few years ago but changed his tune when I told him I'd be happy to see him in court and he could explain before the judge what I was supposed to do. 
We all like to think of ourselves as rugged individualists. But when push comes to shove most of us are sheep who do what we are told. Worst of all, a lot of us become unpaid agents of whoever is controlling the agenda by enforcing the current dogma on the few rugged individualists who actually exist.
