Sounds to me like this is something that code enforcement should be told about. There are laws protecting tenents in situations like this. If he has illeagaly wired this thing in without proper permits that meet code for rental properties then there are problems waitng for him you can do things at your private property that is none of code enforcements buisness but when it comes to rental property its a whole another ball game all such things need to be installed per code. When they get done with him I will bet he will be happy to break her lease and let her move out. Sounds like a shister landlord that needs to be taught a lesson.
