I thought the new gun range was part of the Dept of Justice's center out there. If so, they train LEO's from the entire western half of the state. Operations Center, Classrooms, Dorm. etc., all in one location. They'll probably be training the IRS folks soon (ergo; that 100 meter range.)
There's no DOJ involvement mentioned in the county Board of Commissioners review of need and finance report. This is strictly a shooting range. It's being entirely paid for by the county and the entire review process was for county use. There is some mention of recouping some of the costs by making it available to other agencies but it will be the Buncombe County Sheriff's Department shooting range and completely paid for by Buncombe County residents.
I'm guessing you are thinking of the Justice Center Facility on Highway 64 over toward Edneyville. That's where they go now and all the facilities you mentioned are either there already or in the planning process.
