I routinely give a thumbs up to the cycle cops who ticket the HOV violators here in Northern VA and they seem to be OK about bikers in general. I've actually pulled over a couple of times for motorcycles pulling over only to find they were police bikes. I'd stop and ask if they were working or broken. Of course both times they gave me a thumbs up and off I'd go. Not impossible that a police bike would break. The police guys pretty much wave back.
