YEA! FIXED IT!
As it turns out the rubber gasket/oring around the backside of the light bucket had come off. (Note to older bike owners, check this) I found 4 wires in the bundle that had zero plastic left on them. Luckily I had not freyed any of them. Also one ugly connection from the factory with electricle tape (not heat-shrink) sliding off. So in comes new tape AND some of the liquid electricle tape. I seperated all the frayed wires and hit them with the liquid stuff. Then the liquid went all over the bottom of the whole bundle for safety. Put rubber ring back on with some RTV injected under the lips of it to hold it on. Checked for power.

ok recheck fuses. Even using a magnifying glass I couldnt see any burnt.

So I said the heck with it. I replaced every 5,10, and 15 amp fuse in the block. tested.

I dont know why nothing looked bad and didnt work, I dont know exactly which fuse fixed it, but now it works and all the corroded original fuses have been replaced (minus the 30Amp ones) so for 10 bucks its fixed
