I often wonder if anyone read it because in EVERY session of Congress since it's passage bills have been introduced to strip the provision to pre-fund the health care and retirement benefits 75 years in advance requirement. Every single session. They always get squelched before they can come to the floor.
Maybe it was added during reconciliation? I really don't know. It's biggest opponents initially voted for the 2006 bill.
