More than one Postal union. APWU (Clerks and Maintenance), NPMHU (Mailhandlers) and NALC (Letter Carriers).

I'd have APWU employees on Standby while NPMHU employees were being forced to work overtime hours, PTF (Part Time Flex) employees could be sent home after 4 hours if there was no work, but both unions fight to convert PTF's to full-time at every turn.

Like any other part time worker who wants full time. It's what people expect when they have any organization representing them, improve their job situation.

Management (at least those responsible for the 'bottom line'), on the other hand, would prefer everyone to be part time with no benefits.

You can't try to paint unions as being 'bad' without recognizing that management is going to do everything THEY can so that they pay the least amount possible and provide the fewest benefits possible for labor. Their job is to care about profits. The unions job is to care about workers.

It's all a balancing act. If you take away one side you'll get what you deserve. The wages and benefits in the hilariously named 'right-to-work' states are lower across the board than in fair labor states and the gap keeps getting wider.
