The ten year plan was implemented at a time when postal volume was booming. It was done so benefits promised to workers would be assured. Granted in this dismal economy USPS volume is down and those payments should probably adjusted till the economy improves. Congress should stop micro managing the USPS, the most passed statute in America is the law of unintended consequences.
