I'm not going to disagree with you on the pre-funding issue, but there were a lot of days when I sent 25 or more employees to the "Standby Room" because we had no mail to work. Putting them in Standby got them off our hourly productivity rolls - and we could meet our throughput quota. Yes, they got paid in Standby. We advised employees to bring books and magazines to work. No TV, but they had access to computers with internet. Tough work, huh?
