In August of 2010 Indianapolis PD Officer David Bisard ran down three motorcyclist stopped at a traffic light, killing one and crippling the other two. His blood alcohol was more than twice the legal limit. He was also coming from dropping his kids off at school.

His supervisor advised officers on the scene he would handle processing personally. Instead of taking Bisard to the ONE facility approved to draw blood for alcohol tests (Wishard Hospital) he took him to an unapproved 'doc-in-a-box' facility (the ONLY time this has happened since Wishard was approved for such tests years ago).

All the BA tests were tossed. The supervisor managed to have rendered pretty much all the evidence inadmissible. So far, three years later, Bishard has walked on everything. Neither IPD nor the district attorney's office responds to inquiries on his case. I'm confident he'll never serve a day. I bet that at the time, three years ago.

He was arrested for DUI yesterday with a BA of 0.17.
