Nothing wrong with a healthy dose of distrust for government and power. Nothing wrong with questioning them.
Ya just gotta be reasonable and logical about it.
Locking down a city while hunting a bombing terrorist that they just has a shoot out with may have been the best way to protect the people from these guys and make it hard for them to slip away unnoticed.
I can't think of what would have been better at this point but am open to suggestions.
If they had locked down something larger like say all major cities or even the whole state, that would raise my eye brows.
