Actually, the USSR collapsed under its own economic weight. "State Planners" were unwilling to turn control over to any mid-level or local levels. There were no incentives to create anything new. It became gangrenous and pretty much shriveled up and died.






That was the direction UK was heading when Thatcher took office and change course, wasn't it?
