no its not. There are huge numbers of zoning laws, but what is worse here is home owners associations. These home owner associations are insane. I have several griends who bought into these things and regret it. One has to submitt for approval to change the kind of flowers in his flower bed. I never live in such places, but they are every where here.
The zoning laws here are more about commercial, industrial, and residential. There are city inspectors to makes sure your the electric and such is up to code.
I have no faith in human perfectability. I think that human exertion will have no appreciable effect upon humanity. Man is now only more active - not more happy - nor more wise, than he was 6000 years ago.
