Yep, it was the relay. I pulled it, used contact cleaner, and brushed the contacts off. Left the socket alone, it had plenty of grease. It had been replaced before, as it's blue in color. Neither the turn signal relay or the headlight relay was mounted properly.
Both were drooped over, relay facing down.
Mounted both properly, so now maybe they won't collect rain?
